This docudrama captures the personal struggles of Captain Herman J. Nelson as he faced shared responsibility for a shipwreck resulting in the death of 29 crew members aboard the Superior City in 1920. He later became the Police Chief for the City of Port Huron during a time of bootlegging, gangsters, and blind pigs. The film shows how his determination, deep faith, and sense of humor guided him through a period of anguish and self-doubt so that he could protect the residents of a city he loved deeply.
